The rules behind the dates
A local authority must review an education, health and care (EHC) plan within 12 months of the date it was issued and then within 12 months of each previous review (Children and Families Act 2014, section 44; SEND Regulations 2014, regulation 18). Where the school hosts the meeting on the authority’s behalf, everyone invited must be given at least two weeks’ notice and the papers must be circulated at least two weeks before the meeting (SEND Code of Practice, paragraph 9.176). The school must send its report to everyone invited within two weeks of the meeting, and the authority must decide whether to maintain, amend or cease the plan within four weeks of the meeting (regulation 20).
The planner suggests a meeting date three weeks before the 12-month limit so the authority’s four-week decision window does not run past it, and lets you replace that with your own date. For children under five, the Code says authorities should consider reviewing at least every three to six months (paragraph 9.178); that is guidance, not a duty, and the planner labels it as such.
For the full process read the annual review process; for the week-by-week preparation use the annual review checklist for SENCOs.
